HomeWorks Tri-County Electric Cooperative says it has acquired the cable and fiber broadband systems of private ISP Vogtmann Engineering (VEI) in order to expand its broadband footprint across central Michigan. According to Homeworks, the acquisition of VEI’s network assets includes 15 miles of cable in the neighboring villages of Nashville and Vermontville, passing just over 1,000 homes and businesses.

Indiana Cooperatives are once again at the front of the pack as the state prepares to dramatically expand affordable fiber access on the back of $483 million in Broadband, Equity, Access, and Deployment (BEAD) broadband grants. The first round of bead funding is expected to connect an estimated 123,000 Indiana households and businesses that currently have either substandard Internet access, or no access at all.

RiverStreet Networks has been removed from multiple broadband deployment projects by the Virginia Broadband Office after years of delays, leaving the state scrambling to find a replacement suitor for projects intended to bring affordable Internet access to more than 30,000 rural customers across The Old Dominion state. The company was stripped of its state contracts after it repeatedly failed to meet deadlines and struggled to find additional funding needed to complete promised state deployments. Most of the state contracts heavily subsidized RiverStreet via the American Rescue Plan Act (ARPA).

The California Public Utilities Commission says it has approved another $74 million in California Advanced Services Fund grants to expand affordable high-speed Internet infrastructure to underserved communities across the Golden State. According to the CPUC’s recent announcement, the funding will support six new Internet access infrastructure projects across Marin, Monterey, San Luis Obispo, Santa Barbara, Santa Clara, Santa Cruz, and Sonoma counties, bringing reliable, high-speed Internet service to nearly 1,800 previously completely unserved homes and businesses.

The Oregon Broadband Office has announced the preliminary awardees selected to assume BEAD projects that were voluntarily declined by their original awardees. The new awardees include a municipal broadband provider and an electric cooperative. According to an OBO announcement, four of the state’s original BEAD awardees declined a total of 15 projects prior to the state’s June 10 Notice of Intent to Award acceptance deadline.

While the grant amounts are relatively small, they’re a big deal to the small independent providers and member-owned cooperatives who received them. The grant awards have been made possible by the 2021 American Rescue Plan Act (ARPA), featuring $250,749 in new Internet access grants that will connect 63 new locations across 21 counties in The Hoosier State.

California residents are engaged in a protracted, ugly battle with telecom giant AT&T over their ability to receive life-saving communications during an emergency. The battle comes as the telecom monopoly attempts to eliminate most meaningful oversight of the company’s communications networks, actively putting human lives – and state rights – at risk.

California and the California Public Utilities Commission (CPUC) continue to heavily invest in state efforts to expand affordable Internet access, and bolster digital equity, inclusion, and education programs to ensure freshly-connected communities are able to make the most of it. According to a new announcement by the CPUC, the agency has freshly approved $14.7 million in California Advanced Services Fund (CASF) Broadband Infrastructure Grant Account funding for four fiber-optic broadband projects in rural Northern California.

Earlier this month rural electric and broadband cooperatives gathered in Washington, DC, for their fifth-annual Broadband Leadership Summit. The topic du jour was broadly unpopular changes made by the NTIA to the Broadband, Equity, Deployment, and Access program (BEAD) created by the 2021 infrastructure bill. Cooperatives attending the event expressed concerns at a number of cumbersome new bureaucratic hurdles imposed by the NTIA. Most prominently discussed was the NTIA’s decision to impose new pole attachment regulations on cooperatives that have historically been exempt.

Lawmakers are pushing the Trump administration to stop being murky on whether states will be able to access tens of billions in “non-deployment funds” mandated by Congress that have been temporarily hijacked by the administration’s unpopular changes to a once-in-a-lifetime federal grant program to expand high-speed Internet access. Representative April McClain Delaney (D-MD) is the latest politician to send a letter to the Trump NTIA asking for competent guidance on what will happen to the estimated $21 billion in “non deployment funds” suddenly stuck in limbo.

Moore Haven, Florida-based Glades Electric Cooperative has completed a long-planned fiber broadband network into largely unserved parts of the Sunshine State. The 1,600-mile network, built in conjunction with Conexon Connect, now spans Glades, Hendry, Highlands and Okeechobee counties, and the vast majority of the cooperative’s electrical footprint.

California community leaders, activists, and a coalition of partners gathered earlier this month to celebrate the launch of a new broadband infrastructure project at Sequoia Courts and Sequoia Courts Terrace in Fresno, bringing free high-speed Internet access to more than 350 residents. The Fresno grant was for $471,000, with $1,000 or less per unit cost to build, according to details on the project included in a California Public Utilities Commission (CPUC) filing, which notes that the enterprise-grade wireless mesh network used in the project was more costly, but provided “flexibility and scalability for future expansion.”

Trump Federal Communication Commission Chairman Brendan Carr has announced vague potential changes to the FCC’s E-Rate program that could harm program funding, effectiveness, and the overarching goal of bringing affordable Internet access to long-neglected schools and rural communities trapped on the wrong side of the digital divide. The reforms come as Carr also looks to make changes to the FCC’s broadband mapping efforts, something consumer groups say could harm the government’s ability to measure which communities need improved, affordable access, or suffer from a pronounced lack of broadband competition.

Grays Harbor Public Utility District (PUD), a wholesale open access telecom utility in Washington state, will soon enter phase four of an ambitious fiber expansion project that will bring affordable next-gen broadband access to rural residents written off by the monopolies that were supposed to serve them. The PUD also says that Phase 4 of the PUD’s fiber internet expansion in south Elma, Porter and Cedarville will be reached later this Spring, bringing access to locals who have been waiting for years for faster, more reliable, and more affordable service.

The California State Assembly recently voted 67-1 to strip telecom oversight authority away from the CPUC and shift it to a more easily lobbied state legislature – and an as-yet-undefined state broadband office. The effort still has a long road before it’s formalized. Assembly Constitutional Amendment 9, authored by Assemblymember Tasha Boerner, D-Encinitas, now moves on to the California Senate, where it needs to secure a two-thirds vote before appearing on a statewide ballot before California voters.

UTOPIA Fiber says it deployed more than a million feet of fiber and conduit across Utah last year accumulating 67,000 total subscribers, as the collaborative open access fiber provider continues to make steady inroads in transforming the state’s broadband competition landscape. According to a new update by the organization, UTOPIA not only laid a million feet of fiber across Utah last year, the network continues to see steady subscriber growth and profitability.

The city of Longmeadow, Massachusetts has failed to get a two-thirds voting majority necessary to move forward with its plan to deploy affordable fiber to every city resident. The vote comes after local telecom monopolies were caught funding an out of town dark money nonprofit to sow doubt about the benefits of the project in the minds of the local electorate.

Consumer and civil rights groups last week told the Trump administration that their proposed “reforms” of the FCC’s Lifeline program would undermine efforts to ensure equitable, affordable access to the internet for all Americans, and are based on lies about immigrant fraud. Joint comments to the FCC filed this month (first spotted by Light Reading) by consumer groups including Public Knowledge and the National Digital Inclusion Alliance (NDIA) added to the chorus of criticism of the proposed changes, pointing out that the biggest abusers of the Lifeline program aren’t immigrants and poor minorities, but private companies.

Locals in Longmeadow, Massachusetts say they’re being bombarded with misleading mailers, texts, and phone calls from a telecom-industry linked group trying to mislead the public ahead of a key vote on the city’s plan to begin construction of a municipal broadband fiber network today. Longmeadow residents are voting today (May 12) on whether to approve an $8.6 million loan to construct the first phase of what will ultimately be a town-wide fiber broadband network.

The Okanogan County Electric Cooperative and the Okanogan County Public Utility District say they’re making steady progress on bringing affordable fiber broadband access to Okanogan County, a highly rural stretch of rugged land in Washington state on the border of Canada. The coalition is poised to bring next-generation fiber to as many as 1,366 peppered along the upper Methow Valley this year starting near Chewuch River and ending at Lost River. Many of these areas will be seeing fiber upgrades for the first time ever after years stuck on the wrong side of the digital divide.

The California Public Utilities Commission has approved $3.29 million in grants aimed at dramatically shoring up digital training and public broadband access in communities across the state. All told, more than 18 new digital literacy projects and three expanded public broadband access projects will be funded, impacting more than 16,000 Californians.

The public-private partnership the city struck Arizona-based Wecom Fiber is expected to inject at least $100 million into local economy over five years while saving the city an estimated $18 million in capital expenses. The fiber network will ultimately pass 30,000 locations within Flagstaff city limits, but also connect 34 municipal facilities. Construction of the network began in April of 2025, and is poised to deliver more than 815 miles of new fiber across Coconino County.

Congressmembers Rob Menendez, Doris Matsui (CA-07), Nanette Barragán (CA-44), and Troy Carter, Sr. (LA-02) have introduced new legislation that would compel the Federal Communications Commission (FCC) to re-establish the Communications Equity and Diversity Council. The Council had operated in some capacity since 2003 under multiple partisan administrations to make the communications sector more equitable and reduce digital discrimination, until FCC Chair Brendan Carr arbitrarily disbanded it in January 2025.

Local government organizations are voicing their strong opposition to the American Broadband Deployment Act, an industry friendly proposal being cooked up in the House that would take public rights of way management and property decisions away from state, local, and tribal governments through federal preemption and industry-friendly defaults. The American Broadband Deployment Act (HR 2289) saw initial approval by the US House Energy and Commerce Committee last January. It’s being presented by telecom companies as a way to dramatically streamline government broadband permitting and regulation, something they insist will speed up the deployment of fast, affordable broadband access.

Roanoke Cooperative’s Fybe has been awarded $2.4 million in state funds to expand affordable access to high speed Internet to 826 locations across eight predominantly rural North Carolina counties. Fybe, the cooperative's fiber business, will receive $2.4 million through the state’s Stop-Gap Solutions program to connect 826 locations across Bertie, Chowan, Gates, Granville, Halifax, Hertford, Martin, and Northampton counties. The fiber expansion is expected to be completed by the end of 2026.

The remote islands of San Juan County, Washington are increasingly being served with next-generation fiber and wireless thanks to Rock Island Communications, a locally-owned Internet subsidiary of the Orcas Power & Light Cooperative. RIC is celebrating a decade of what it calls “remarkable growth” for the tall task of remote island deployments to the county of 18,000. The subsidiary says it just reached 7,000 subscribers across San Juan County, and that its annual revenue has grown dramatically during the last decade – from approximately $1.8 million in 2015 to more than $12.3 million in 2025.

The Illinois Legislature has taken several major legal steps to not only improve broadband affordability in The Prairie State, but empower local cooperatives to expand affordable, reliable fiber access to state residents. Illinois State Sen. Rachel Ventura (D-Joliet) recently introduced Senate Bill 3612, which would amend the state’s Utilities Act to require that large private telecoms in the state provide affordable, fast broadband access to low-income state residents.

Pennsylvania’s Claverack Rural Electric Cooperative (REC) says it’s making steady inroads in expanding affordable fiber access throughout rural Bradford and Wyoming Counties. The cooperative recently passed a notable milestone: the cooperative just wrapped up a project that delivered 100 miles of new fiber-optic cable to pass roughly 1,300 previously-unserved and underserved homes and businesses in rural Bradford and Wyoming counties for the first time ever.

The Trump administration continues to give muddled guidance in terms of the whopping $21 billion in “non-deployment” funds states should have at their disposal from the “savings” created by unwelcome changes to the federal BEAD program. As part of that retooling, the Trump administration demanded that states prioritize the cheapest – but not necessarily the best, most future proof, or reliable – broadband options, a direct nod to lobbying pressure from Low Earth Orbit (LEO) satellite providers like Elon Musk’s SpaceX and Starlink, and Jeff Bezos’ Leo (previously project Kuiper).

Lenoir City, Tennessee officials say they’re making steady progress on their goal to deliver affordable fiber well beyond the Southern city of 12,998. Under the collaborative umbrella of the Lenoir City Utilities Board (LCUB) and Tennessee Valley Authority (TVA), officials say they’re leveraging century-old experience in rural electrification to help bridge the digital divide across Knox and Loudon counties.

Lafayette, Louisiana-based LFT Fiber, formerly known as LUS Fiber, says it continues to expand its fiber footprint and introduce faster symmetrical speed tiers to many Louisiana locals long trapped on the wrong side of the digital divide.

Los Alamos County, New Mexico is inching closer to the launch of its “Atomic Fiber” county-wide open access fiber network, recently announcing they’ve received signed contracts with the partner ISPs that will be tasked with providing affordable fiber access to local residents.

Broadband ISPs should be held to a higher public interest standard and regulated like traditional utilities in California, a new joint study by nonprofit state policy news outlet Cal Matters and UC Berkeley’s Possibility Lab argues. State governments should also vocally support community broadband networks as a direct challenge to monopoly power, the authors state.

Fledging efforts to build a fiber network in Fort Bragg, California have seen some headwinds in the wake of the project’s original build partner being dismissed. The need to find a new vendor to help the city toward its goal has resulted in significantly higher costs and some notable delays, though city leaders say they’re still dedicated to guiding the project to completion.

In late 2024 the Biden FCC implemented a new rule requiring that broadband providers include a “nutrition label for broadband", but a lack of enforcement made their impact lukewarm, and now the new FCC is looking to water down their effectiveness even more.

Bergen County, New Jersey officials say they’re making significant progress on their plan to dramatically expand Bergen County Fiber – the county’s new municipal fiber Institutional Network (I-Net) – with recently completed deployments in communities like Little Ferry and Lodi.

Chittenden County Communication Union District recently completed a planned fiber extension into the heavily rural communities of Essex Town, Essex Junction, Jericho, Shelburne, Westford, and Williston. The deployment was completed in partnership with Fidium Fiber, which says the expansion brought fiber optic connectivity to more than 1,900 homes and businesses across the six towns for the first time ever.

The Bois Forte Band of Chippewa (also referred to as Ojibwe) has officially begun construction on a foundational fiber optic broadband expansion project in northern Minnesota. The ambitious undertaking is supported by a significant $20 million grant awarded under the 2021 Tribal Broadband Connectivity Program, marking a major step forward in modernizing infrastructure for the sovereign nation.

Lehi, Utah and its partner Strata Networks say they’ve completed construction of Lehi Fiber, the city-owned, open access fiber network that’s dramatically reshaped broadband affordability and competition in the city of 80,000. Locals now have the options of multiple tiers of service across the five different Internet Service Providers.

California’s Public Utilities Commission (CPUC) recently signed off on Verizon’s $20 billion merger with telecom giant Frontier with some notable conditions. While the concessions extracted from Verizon by the CPUC are promising, they’ll require consistent monitoring and enforcement, something that hasn’t always been a strong suit when it comes to state and federal oversight of politically powerful regional telecom monopolies.

Elon Musk’s Starlink is making new demands of states with an eye on eroding accountability and oversight, reheating concerns about whether spending big money on the Low Earth Orbit (LEO) network is the best possible use of taxpayer resources. Last week, Broadband.io and the Benton Institute for Broadband & Society obtained a copy of a letter Starlink parent company SpaceX sent to individual states, demanding freedom from state oversight and monitoring should they bungle installs or fail to deliver acceptable bandwidth.

New Mexico’s Office of Broadband Access and Expansion has announced the completion of a landmark broadband infrastructure expansion project that delivered affordable next-gen broadband access to dozens of long-neglected homes in a remote subdivision in rural Chaves County. The successful completion of the Chaves County project is OBAE’s first grant project to reach 100 percent completion, and the first Connect New Mexico Pilot Program project funded through the federal American Rescue Plan Act Capital Projects Fund to reach the final stage.

Vienna, Maine recently launched its own municipal fiber network, finally bringing affordable next-generation broadband access to the small town’s 600 residents. The town’s focus has shifted to demonstrating the value of fast affordable access to remaining locals that regional incumbents are trying to lure away with temporary promotional offers.

New York Governor Kathy Hochul has announced a dramatic expansion of the state’s Municipal Infrastructure Program. It will result in an additional $36 million cash infusion for the growing number of creative, community-owned and operated fiber expansion projects in the state, as the existing program has already funded more than $268 million in assorted open access fiber projects across the state.

Lamoille FiberNet's $24 million public-private partnership with Fidium Fiber to deliver fiber broadband access to nearly every deliverable address in Lamoille County has been completed. The collaboration resulted in the deployment of 550 miles of fiber, resulting in gigabit-capable next-generation broadband access being made available to 5,000 unserved or underserved addresses across the county.

Kitsap Public Utility District continues to expand its popular open access fiber network, bringing affordable next-generation broadband access to island locals. An updated KPUD case study indicates that the existing network is currently comprised of more than 900 miles of fiber, with 21 new distribution nodes coming online early 2026. That node expansion is being heavily aided by $6.6 million in American Rescue Plan Act (ARPA) funding.

The city of Williston, Florida is joining the ranks of municipalities across the nation that are building their own fiber broadband networks with an eye on ubiquitous, affordable access. City leaders say they’re preparing to launch a city-owned $4.6 million fiber optic ISP to break the local telecom monopoly logjam and finally provide fast, affordable access to the local populace.

Alton, Illinois officials say they’ve struck an expanded agreement with AltonWorks, a company built specifically to revitalize the city and deal with residents’ longstanding frustration at the lack of affordable, next-generation broadband access. Altonworks is partnering with i3 Broadband, which broke ground on a new $25 million FiberNet project. FiberNet is projected to reach 94 percent of the city's residents with fiber broadband speeds up to 10 gigabits per second (Gbps).
