Port of Whitman County in Washington state has received a new $2.9 million grant it says will help dramatically expand affordable fiber access to the heavily rural county of 48,000. The latest funding, from the Washington State Department of Commerce’s Community Economic Revitalization Board (CERB) will support the construction of dark fiber to approximately 109 additional unserved and underserved locations in Whitman County.

In Chittenden County, Vermont the Chittenden County Communication Union District is using a $2.1 million grant from the Vermont Community Broadband Board to begin expanding high-speed fiber-optic Internet connections to unserved and underserved areas across five towns. The grant is expected to fund this first phase of the county’s network build this year. Phase two is dependent on additional federal funding sources (likely including BEAD) but is tenuously slated to begin in 2027.

Comcast says it’s acquiring San Bruno, California’s CityNet, a municipally owned and operated broadband, video and voice network that currently serves over 5,400 residents and businesses. San Bruno’s $8 million sale to Comcast was prompted by $21.5 million in debt and what the city says was surging operating costs.

The Delaware County, Ohio Board of Commissioners and Consolidated Cooperative have announced the start of a $4.9 million joint initiative to dramatically expand affordable fiber optic broadband access to large swaths of the heavily underserved county. The expansion will be funded via American Rescue Plan Act (ARPA) funds, and the deployment will target more rural communities largely in the northwestern and north-central portions of Delaware County.

Leveraging years of regional fiber collaboration, Carson, California has broken ground on a municipal broadband pilot network. City officials hope to expand the network to bring affordable fiber optic broadband to the entire city of 95,558, situated just 13 miles south of downtown Los Angeles.

Conexon Connect, the ISP arm of fiber broadband builder Conexon, said it has completed its tenth fiber broadband deployment in four years in collaboration with the Sac Osage Electric Cooperative. The network, Conexon’s second deployment in Missouri, will bring affordable fiber broadband for the first time to the cooperative’s 9,000 mostly rural members.

The city of Willmar, Minnesota has voted to move forward on plans for a city-owned open access fiber network. The $24.5 million investment, which saw finalized approval by the Willmar city council earlier this month with a 4-3 vote, aims to drive accountable, affordable, fiber access to long underserved parts of the northern Minnesota city.

A new study by The Brattle Group found that the FCC’s Affordable Connectivity Program (ACP) generated more savings for taxpayers than it cost. Healthcare savings generated by the low-income program alone more than offset its annual burden to taxpayers, undermining claims that the program was dismantled as an act of fiscal efficiency.

Mountain View officials hired the consulting firm, Entrust Solutions, to take a closer look at the city’s broadband availability metrics and device potential options for the city. The finished report and accompanying technical memorandum note that Comcast enjoys a monopoly over vast swaths of the city, resulting in expensive, slow, and spotty access.

Oswego County, NY officials are celebrating the award of a new $26 million New York State grant to bring affordable fiber access to long-underserved rural communities in the northwestern part of the state. Oswego County will own the finished open access network and lease the fiber to Internet Service Providers (SPs), including Empire Access.

California ISP Onward, which has increasingly partnered with California cities to expand affordable fiber access, is leveraging $4.7 million in American Rescue Plan Act broadband grants to further expand its footprint into long-unserved areas of San Diego County. The effort is running parallel with the San Diego County Library Tech Connect Program that has provided 7,000 Google Chromebooks and MiFi hotspots with unlimited data plans to residents and students to the internet for free.

The popular community provider celebrates rapid growth rate and says that ongoing community support means the city is on track to repay its construction bond by the 2029 due date. NextLight currently passes about 90 percent of the 47,000 premises in Longmont.

The Arkansas State Broadband Office continues to leverage American Rescue Plan Act funds to drive affordable fiber access into underserved parts of the Natural State. Three funding rounds are winding their way to completion, as fiber connectivity is being made available to rural markets for the first time, with a heavy reliance on local cooperatives.

Volunteer Energy Cooperative in Birchwood Tennessee says it’s leveraging American Rescue Plan Act funding to expand affordable fiber access into long underserved parts of The Volunteer State. VEC has begun construction on a new fiber expansion plan that will bring affordable fiber access to nearly 300 homes in Birchwood thanks to a $615,617 ARPA grant.

The Maine Connectivity Authority continues to make steady inroads bridging the state’s long standing digital divide on the back of federal grants and a public private-partnership between Lincoln County and Consolidated Communications. In January, Fidium announced it was beginning construction on the project, which should bring fiber connectivity to 8,300 homes and businesses.

Officials in Carver County Minnesota continue to make great progress expanding affordable fiber access to the county of 111,000 residents, thanks largely to their publicly-owned open access fiber network CarverLink and their partnership with Metronet. With the looming completion of its most recent $10.5 million expansion, CarverLink Fiber Manager Randy Lehs told ISLR they’re getting very close to their ultimate goal: making symmetrical gigabit fiber available to all locations county wide.

Alabama's open-access middle mile network spurs last mile investments and competition. Alabama has already invested over $324 million of federal American Rescue Plan Act funding on middle-mile infrastructure. Of that, $264 million has been earmarked to deploy 5,000 miles of middle-mile infrastructure – reaching all 67 Alabama counties – as part of the Alabama Fiber Network.

After decades of redlining and broadband “digital discrimination” by the nation’s biggest telecom monopolies, the FCC rules taking aim at the problem are poised to be dismantled, courtesy of the Trump administration’s broad, controversial frontal assault on discrimination reforms and civil rights. Trump’s incoming FCC boss Brendan Carr issued a statement falsely claiming that the administration is eliminating discrimination reforms to purportedly stop…discrimination. The move is primarily to the benefit of telecom monopolies accused of discrimination, which filed a federal lawsuit to prevent the rules last year via the U.S. Chamber of Commerce.

New York City Mayor Eric Adams recently unveiled plans to improve public safety, housing, and the overall livability of the Big Apple, which includes $6 million in new funding to expand the New York Public Library’s (NYPL) “Neighborhood Internet” network. But the effort still remains a far cry from the bolder, bigger, “master plan” initiative scrapped by the Adams administration in 2022.

In Virginia, a partnership with a local private ISP and several nearby cooperatives to finally expand affordable fiber into long unserved portions of eight predominantly rural Virginia counties doesn’t appear to be working out all that well for Augusta County. All Points Broadband originally claimed it would have 267 miles of new fiber optic cable installed in Augusta County by the end of the 2024 calendar year. That hasn’t happened yet, and nobody appears to know why.

Wadsworth, Ohio officials say they’re making steady progress on the expansion of a city-owned broadband network that’s extending affordable fiber connectivity to the city’s nearly 25,000 residents. Originally a coaxial-based network, the city now says it’s in the process of delivering Wi-Fi to many city residents while they go block-by-block removing older coaxial cable and upgrading residents to more future-proof fiber optic connectivity.

Conexon Connect has completed its first fiber to the home project in Florida, a 2,000-mile network launched in partnership with Escambia River Electric Cooperative (EREC). Conexon noted that this was the sixth fiber project they’ve completed nationwide with fiber Internet access being delivered to 12,000 EREC members.

In the Northeastern part of Oklahoma, the OBO says it has partnered with several providers on fiber expansion, including a $1.4 million grant doled out to BOLT Fiber, a subsidiary of Northeast Rural Services, which is a division of Northeast Oklahoma Electric Cooperative. The cooperative’s pricing – especially gigabit – is notably lower than what’s seen in many U.S. coastal urban markets, where a lack of competition among regional monopolies has driven up the cost of access while driving down service reach, speed, and overall quality.

New York State officials have unveiled the first round of broadband deployment grants made possible by the state’s $100 million Affordable Housing Connectivity Program (AHCP). The plan aims to drive affordable fiber and cheap Wi-Fi to low-income state residents trapped on the wrong side of the digital divide.

The City of Baltimore is using $2 million of its American Rescue Plan Act (ARPA) funding to bring fiber to 12 new city apartment buildings. It’s the latest effort in the city’s attempt to bridge the digital divide and bring affordable Internet access to long-marginalized communities.

A growing number of ISPs in states like Minnesota say they may not participate in the BEAD program. A number of Minnesota ISPs are still bristling at BEAD’s requirements, according to Brent Christensen, president and CEO of the Minnesota Telecom Alliance, an organization that represents 70 ISPs across the North Star State.

North Carolina’s Roanoke Cooperative continues to make steady progress with expansion of its Fybe last mile fiber network within The Tar Heel State. Cooperative officials tell ILSR that the cooperative and a coalition of organizations across North Carolina have major expansion plans in the works, starting with a fiber build in Halifax County, population 47,298.

States wary about the restrictions and delays with looming federal broadband grants are poised to put significant taxpayer resources into Starlink and other low Earth orbit (LEO) satellite constellations. The problem: such services often aren’t affordable, raise environmental questions, and may struggle to keep pace with consumer capacity demand.

The Boulder, Colorado city council has voted unanimously in favor of striking a $9 million deal with Nebraska based ALLO Communications that should ultimately provide fast fiber access to most of the city’s 330,000 residents. As per the deal, ALLO will provide broadband service to 80 percent of the city by 2028 and 97 percent of the city by 2030.

New “study” maligning municipal broadband doesn’t come as much of a surprise despite its sweeping and patently false claims about the entire sector.

Erie County, New York’s ErieNet broadband initiative is poised to begin construction in Buffalo, NY, after the Buffalo Common Council recently passed a resolution approving the Telecommunications License Agreement with ErieNet LDC. The approval is a major step toward bringing affordable next-gen broadband access to long-neglected parts of Western New York.

Bell Canada’s history of anti-competitive behavior could herald a culture shift at the ascending provider with Ziply and Bell Canada’s rapid-fire acquisition of smaller providers across the Pacific Northwest.

The city council voted to provide a $3.1 million loan from the city’s sewer fund to complete the build-out of Fort Dodge Fiber. In 2021, the city borrowed $33.3 million to pay for building the fiber optic utility with a loan to be paid off with revenue generated by Fort Dodge Fiber as the project expanded. But thanks to inflation and increasing labor and material costs, that $33.3 million isn’t going to be enough to finish the project.

Though Northampton, Massachusetts residents still broadly support the construction of a city-owned municipal fiber broadband network, city officials are celebrating the arrival of Gateway Fiber which will soon be delivering a more affordable fiber option, and more broadband competition, to the traditionally underserved city. Gateway Fiber recently unveiled plans to deliver multi-gigabit speeds to large swaths of the city. The company, which will finance the entirety of the build, says it’s already invested $3 million in the project so far.

Louisiana’s only publicly-owned broadband provider says it’s expanding access into nearby Church Point, bringing affordable fiber access to the town of nearly 4,200 residents. LUS Fiber was awarded a $21 million grant to expand fiber outside of Lafayette as part of the U.S. Department of Commerce’s National Telecommunications and Information Administration’s (NTIA) Broadband Infrastructure Program (BIP).

California’s $2 billion Last Mile Federal Funding Account Grant Program (FFA) has announced another $207 million in new broadband grants across Amador, Los Angeles, and Solano Counties. According to the state’s announcement, $61 million in new grants were awarded by the California Public Utilities Commission (CPUC) for five Last Mile FFA broadband infrastructure grant projects in Amador and Solano Counties, bringing affordable fiber Internet access to approximately 10,000 Californians.

A recent U.S. News And World Report survey of U.S. broadband subscribers shows that Americans are increasingly paying more money for broadband access. The survey also indicates broad public support for the recently defunded Affordable Connectivity Program (ACP), and other government-backed efforts to cap soaring broadband subscription costs.

The Electric Cooperatives of Arkansas say they recently finished delivering fiber broadband capability to more than one million Arkansans as part of a $4.66 billion expansion. More than 40,000 miles of fiber have been installed by 17 cooperative broadband providers, including 15 local broadband providers, one wholesale broadband provider, and one middle-mile fiber company.

Montgomery County Maryland has been awarded the “Best Municipal or Public Connectivity Program,” honored as a 2024 Broadband Nation Award winner for its ongoing efforts to expand affordable broadband access and help bridge the digital divide. Montgomery Connects Program Director Mitsuko Herrera tells ILSR that the county just received a $10 million grant from the State of Maryland to expand FiberNet and MoCoNet’s free 300 Mbps offering to 1,547 low-income and affordable housing units at seven properties operated by the County’s Housing Opportunities Commission.

Timnath, Colorado officials have broken ground on a new $20 million fiber network that should dramatically expand affordable fiber access to the town of 7,100 residents. Working in partnership with the city of Loveland’s Pulse Fiber, the project has been several years in the making, and – as with most of the successful municipal operations in Colorado – was fueled by ongoing public frustration with the speed, availability, and cost of monopoly-dominated regional broadband access.

Frustrated by years of substandard broadband service from regional telecom monopolies, Kendall County, Illinois has entered into a public-private partnership with Pivot-Tech to bring a combination of fixed wireless and fiber to county residents. Kendall County officials tell ILSR that the full cost of the network, which will include private investment from Pivot-Tech, is expected to ultimately be $67 million, serving more than 13,000 locations county wide.

The Maine Connectivity Authority (MCA) is seeking proposals to help design and construct a major 536-mile fiber middle network that should dramatically improve affordable fiber access across vast swaths of the Pine Tree State. The RFP process closed on September 30 and partner selection will be completed by late October. Designs will be completed and presented to MCA in early 2025, and from that point construction is expected to take around two years to complete.

The Central Alabama Electric Cooperative and the Farmers Telecommunications Corp. were among winners in Alabama's latest round of grant funding awards to expand broadband access.

Choptank Electric Cooperative says the Denton, Maryland-based co-op is making significant progress on efforts to deliver fiber access to largely underserved residents of the Old Line State. The cooperative says it has passed more than 13,000 locations statewide.

Indio, California has been awarded a $9 million state grant the city will use to expand affordable broadband access. An incorporated city located in Riverside County and home to 92,000 residents, the city will use the grant to deliver gigabit-capable fiber to 479 unserved locations and an estimated 3,632 unserved local residents.

A California telecom and electrical cooperative says the state’s ongoing last-mile broadband grant program will help deploy affordable fiber to multiple communities across four heavily unserved and underserved California counties. The cooperative says it’s poised to receive roughly $67 million in FFA grants to expand affordable broadband to roughly 6,600 unserved and underserved locations across Sierra, Plumas, Lassen, and Nevada Counties.

The Oklahoma Broadband Office (OBO) and ecoLINK Fiber Services recently announced the commencement of two different broadband expansion efforts that aim to bring affordable fiber to unserved homes and businesses in the rural northeastern corner of the Sooner State. A commencement celebration of the project launch was held in the town of Slick in Creek County.

The North Carolina nonprofit telephone cooperative FOCUS Broadband nabbed $5.4 million in grant funding to extend its fiber network to unserved portions of Chowan and Perquimans counties. Of the total $5.4 million in total state funding, FOCUS says that $1.9 million will be used to expand high-speed Internet service to over 300 addresses in Chowan County, with $3.4 million of the funds being utilized to bring high-speed Internet service to an additional 588 addresses in Perquimans County.
