Osage, Iowa: Sun And Speed Projects Ahead

Iowans in the small town of Osage have been able to obtain cable Internet access from the community’s municipal utility since 2001. The community is about to take the next step; Osage Municipal Utility (OMU) is acquiring a fiber-optic backbone from a private provider. The purchase will get them started on what will eventually be a Fiber-to-the-Home (FTTH) upgrade.

Serving Osage For More Than 125 Years

Osage, the Mitchell County seat, is home to about 3,600 people and located in north central Iowa. The electric utility began as Osage Electric Light, Heat and Power Company in 1890. After several ownership changes, the municipality became the owner in 1941. In 1959, the utility began supplying natural gas and in 2001, the utility added a communications system. In addition to Internet access, OMU also began offering cable TV and telephone service.

OMU is also developing a Voluntary Community Solar Program in which customers can purchase units of Solar Array capacity and in return they receive a production-related credit on their monthly utility bill.

Another Local Tool

Josh Byrnes, general manager of OMU, described the backbone as “another tool in the economic toolbox.” He noted that the line will create opportunities for people outside of OMU’s service area that live along the backbone to potentially obtain service from private providers.

In addition to providing FTTH to customers in the future, Byrnes noted that OMU will also be bringing much needed redundancy in the area. Incumbent Omnitel Communications is the sole provider of fiber-optic services in Mitchell County. OMU will offer fiber in Mitchell, one of the towns in the county where Omnitel has no fiber presence.

“We are simply getting connectivity to Osage and build out from there. There are going to definitely be opportunities for savings to our rate payers long term. Even more important is the dependability of services moving forward. It’s hard to put a price on that.”

Fact Sheet on Rural Digital Divide in Minnesota

We have created a new fact sheet: Minnesota: Cooperatives and Local Governments Can Solve Rural Digital Divide. The fact sheet highlights rural areas with excellent connectivity and the role of cooperatives and municipalities.

Minnesota cooperatives and municipalities have done great work to bring fast, affordable, reliable Internet service to rural areas throughout the state. They've built many Fiber-to-the-Home (FTTH) networks, but there is still much work left to do.

One in 4 Minnesotans lives in a rural area, and of those rural households, 43 percent lack access to broadband, defined by the FCC as 25 Megabits per second (Mbps) download and 3 Mbps upload. Resilient, robust, fiber is the long-term goal, but fixed wireless can help extend coverage in hard-to-reach rural areas.

Lisa Gonzalez: This is episode 230 of the community broadband bits podcast from the Institute for Local Self-Reliance. I'm Lisa Gonzalez. Chattanooga, Tennessee has been profiled in dozens of media outlets. It's a community reborn from one of the dirtiest cities in America, to what is now an economic development powerhouse. The city's publicly owned fiber optic network provides high quality connectivity that attracts businesses and entrepreneurs, but getting to where they are today did not happen overnight. In this episode, Chris has an in depth conversation with Harold DePriest, one of the men behind bringing fiber optics to Chattanooga. He's retired now, but as president and CEO of the electric power board, he was involved from the beginning. Harold describes how the electric power board made changes both inside and out, and went from being just another electric utility, to one that's considered one of the best in customer service in the country. The interview is longer than our typical podcast, but we think it's worth is. Now here are Chris and Harold DePriest, former CEO and president of the electric power board in Chattanooga, Tennessee.

Four Cities in Westchester County, New York, Look for a Gigabit

While New York's Governor Andrew Cuomo focuses on improving Internet access in rural areas upstate, Westchester County is finding its own path to next-generation connectivity.

The county's largest cities are partnering with the county association to bring high-speed Internet access to every household, businesses, healthcare facilities, and educational organizations in the next three to five years. 

Four Cities Together

In early October, the Westchester County Association and the cities of Mount Vernon, New Rochelle, White Plains, and Yonkers announced the formation of the Smart Growth Gigabit initiative. The cities entered into the “Smart City ComPACT” to collectively apply for funding, collaborate on innovation districts, and develop joint legislative agendas. 

The cities are considering a Fiber-to-the-Home (FTTH) project to provide Gigabit (1,000 Megabits per second) connectivity necessary for telemedicine, digital learning, and economic development. Officials estimate the project will cost about $750 million, based on the costs of similar projects in communities with like populations (405,000 people total). The cities could own and build the network themselves or partner with a private provider; they have not yet decided on which model to pursue.

Smart Growth

The Gigabit Initiative is part of Westchester County Association’s Blueprint for Smart Growth plan. The association is assembling a steering committee of members from Westchester’s cities, healthcare, biotech, education, business, and nonprofit sectors. The collaboration has been described as a public private partnership because Westchester County Association is a private entity.

Manchester, CT, Releases RFI For FTTP: Responses Due Dec. 6th

Manchester, Connecticut, was the first city in the state to build its own fiber-optic Institutional Network (I-Net). Now, the community has issued a Request for Information (RFI) for Fiber-to-the-Premises (FTTP) of Homes and Businesses. Responses are due by December 6, 2016.

Much To "Gain"

The community took advantage of the “Municipal Gain” Law, which guarantees space on utility poles and conduit to house its I-Net. A private provider took the town to court over the law, which came to a successful resolution in the early 2000s.

As we reported last summer, the Office of Consumer Counsel (OCC) and the State Broadband Office (SBO) sought clarification on the state statute. The question is whether or not the space reserved on utility poles in municipal Rights-of-Way (ROW) can be used for municipal fiber-optic network deployment. While the question seems simple on its face, implementing it has raised a number of questions from pole owners and municipalities. The OCC and SBO filed a petition last summer with the Public Utility Regulatory Agency (PURA) asking for clarification.

Manchester is located in the center of the state just ten miles east of Hartford. The town’s population is approximately 58,000 residents and there are 22,000 parcels in Manchester on its 250 miles of city streets. While it has roots in textiles and the silk industry, it is now home to a number of large shopping outlets and plazas. The community also has a co-working space in the downtown area, Axis901, for entrepreneurs and small businesses.  

Having experienced the benefits of its I-Net, Manchester wants to expand those benefits to businesses and residents, so is exploring the possibilities. According to the RFI:

The Town is interested in a vendor’s perspective of the positive economic development value of their proposal.  Toward this end, information on a Responder's offering will likely result in a dialog with the Town's Board of Director's Broadband Economic Development Subcommittee.

The Deep History of Chattanooga's Fiber Network - Community Broadband Bits Podcast 230

In a break from our traditional format of 20-30 minutes (or so), we have a special in-depth interview this week with Harold Depriest, the former CEO and President of Chattanooga's Electric Power Board. He recently retired after 20 incredibly transformative years for both Chattanooga and its municipal electric utility. 

We talk about the longer history behind Chattanooga's nation-leading fiber network and how the culture of the electric utility had to be changed long before it began offering services to the public. We also talk about the role of public power in building fiber networks.

Something we wanted to be clear about - we talk about the timeline of when Chattanooga started to build its network and how that changed later when the federal stimulus efforts decided to make Chattanooga's electric grid the smartest in the nation. This is an important discussion as few understand exactly what the grant was used for and how it impacted the telecommunications side of the utility. 

But we start with the most important point regarding Chattanooga's fiber network - how it has impacted the community and the pride it has helped residents and businesses to develop. Lisa Gonzalez: This is episode 225 of the Community Broadband Bits podcast, from the Institute for Local Self-Reliance. I'm Lisa Gonzalez. There's a project taking shape in rural southwest Michigan and the nearby regions of Indiana and Ohio. It's headed up by the Midwest Energy Cooperative. At the recent Broadband Communities Economic Development Conference in Minneapolis, Chris ran into Bob Hance, President and CEO of the cooperative, and Dave Allen, the cooperative's Vice President of Regulatory Compliance. Naturally, we wanted to hear more about their project and share the details with you. They provide some history and how access to high quality connectivity has positively impacted a number of their rural members. Alford, MA, Releases RFP: Deadline Dec. 21

Alford, Massachusetts, located along the western border of Massachusetts, recently released a Request for Proposals (RFP) for fiber optic network design and contractors; the community wants to deploy a Fiber-to-the-Premises (FTTP) network. Deadline for proposals is December 21, 2016.

A Long Journey To Now

Alford is home to approximately 500 residents and has pursued better connectivity since the early 2000s, when it first approached the incumbents. As is often the case, national providers continued to pass by Alford over the years leaving them with old, unreliable technology. During 2012 and 2013, the community took the necessary steps and voted to create a Municipal Light Plant (MLP), the entity that manages publicly owned networks in Massachusetts. Since then, they have formed a broadband committee, conducted surveys of local interest and requirements, and examined financial models. 

In 2015, the town approved a measure to borrow $1.6 million to cover the expenses to deploy a FTTP network. The Massachusetts Broadband Institute (MBI), the state agency tasked with administering more than $71 million in federal American Recovery and Reinvestment Act (ARRA) and state funds, informed the MLP Board that the town will receive approximately $290,000 in grants funds.

The Alford MLP’s November update reports that the community has made significant progress on make-ready work to prepare utility poles:

The MLP has now come to an agreement with Verizon and National Grid about the extent of “make-ready” work required to prepare the poles to accept fiber. In the next few weeks the MLP will make payments to the utilities, clearing the way for the work to begin. The MLP has no control over the timing of the work, which will probably begin around year- end and which can take up to six months to complete. 

The Project

Gigabit Speed in Red Lake Nation in Minnesota

Native American communities throughout the United States have rather bleak figures when it comes to Internet access. That’s about to change.

In Minnesota, Red Lake Nation now has access to some of the fastest Internet service in the entire country. The telephone cooperative Paul Bunyan Communications has extended its GigaZone, offering a Gigabit (1,000 Megabits) per second Internet service, to the tribal nation. 

Future Focused

In Red Lake Nation News, Tribal Chairman Darrell Seki, Sr., described the benefits of this new high-speed Internet access: 

“Having access to fiber Internet services is vital to our rural economy and impacts so many aspects of life. To start a new business, find a good job, or get a high quality education you need a quality high-speed Internet connection. The GigaZone is on the cutting edge of technology and enhances the Red Lake Nation's unique assets, including a large workforce and the Red Lake Nation College, for economic development and business expansion. We're excited about the positive impact this will have on our Tribe now and well into the future."

The Gigabit service will be available in the communities of Red Lake, Redby, Little Rock and Ponemah. The Red Lake Nation is home to about 13,000 Ojibwe members, and is the only “closed reservation” (meaning that the land is held in common) in Minnesota. The nation is a model of self-reliance: they just announced the launch of an all-solar electricity project.

City of Lincoln Conduit Spurs FTTH, School Network Innovation - Community Broadband Bits Podcast 228

When we last spoke to people from Lincoln, Nebraska, about their innovative conduit program to improve Internet access, we focused on how they had done it - Conduits Lead to Competition, podcast 182. For this week and episode 228 of the Community Broadband Bits podcast, we focus more on the community benefits their approach has led to.

We are once again joined by David Young, Fiber Infrastructure and Right of Way Manager in the Public Works Department. We offer a shorter background about the history of the project before focusing on the franchise they developed with local ISP Allo. Allo is building citywide Fiber-to-the-Home and has agreed to provision 15 VLANs at every endpoint. We talk about what that means and implications for schools specifically.

We also touch on permitting issues for local governments and David explains his philosophy on how to speak to the community about potential projects in an engaging manner.
