Westminster Muni Network Expanding

Marking another big step forward, the mayor and Common Council of Westminster, Maryland (pop. 18,000) have hired a telecommunications, utility and government contracting firm to continue building the first two phases of the Westminster Fiber Network (WFN).

City Hires SMC

Westminster expects to complete this construction in 2017, providing Gigabit per second (Gbps) connectivity to an additional 2,700 homes and businesses in the western part of the community, according to a city news release. Cost of this phase is undetermined $21 million, Westminster marketing consultant Jason Stambaugh told us; the city will issue general obligation bonds to fund the entire cost of the network the expansion.

One year after Westminster celebrated lighting its municipal fiber network, the city hired SMC, Inc. to construct the expansion. Westminster is partnering with Toronto-based Ting to provide retail services via the Fiber-to-the-Home (FTTH) network. 

“This expansion of the WFN is an important milestone and demonstrates the City’s continued commitment to revolutionize Internet access, bring local jobs, and drive innovation that will enable the community to thrive.”

Westminster began building its municipal fiber network in October, 2014, and entered into a public-private partnership with Ting in February, 2015. The city owns the infrastructure and Ting leases fiber to bring Internet service to businesses and residents. Westminster began its municipal fiber network, spending about $1.8 million to get the project started in a residential retirement community and an industrial park. 

Bonds Back Fiber Network  

Because of high demand, the City Council voted to expand the municipal fiber project, approving a $21 million general obligation bond agreement with SunTrust Bank.  

Community Connections - Westminster & Ting: The How and the Why

More and more cities are turning to public-private partnerships (PPP's) in building Internet networks that meet the needs of 21st century homes and businesses. If a city builds its own fiber and leases it to a trusted partner, they can negotiate for activities that benefit the public good, like universal access. 

In this video Christopher Mitchell interviews Dr. Robert Wack with Westminster, Maryland and Elliot Noss, CEO of Tucows, the parent of Ting. The two talk about their revolutionary public-private fiber partnership.

The video outlines a basic economic principle: "Ownership equals control, and control means leverage." If you don't have that leverage (such as ownership of infrastructure) you won't get a good deal from your private ISP.

Noss has long been active in preserving and expanding the open Internet. Dr. Wack is a city council member and driving force behind the open access fiber network partnership.

In Minnesota, Alexandria Connects Businesses - Community Broadband Bits Podcast 210

When the cable and telephone companies refused to offer dial-up Internet service 20 years ago in Alexandria, Minnesota, the municipal utility stepped up and made it available. For years, most everyone in the region used it to get online. Now, the utility has focused its telecommunications attention on making fiber-optic telecommunications services available to local businesses. Alexandria's ALP Utilities General Manager Al Crowser joins us this week to explain what they have done and why. Like us, Al is a strong believer that local governments can be the best provider of essential services to local businesses and residents. In the show, we talk some history and also about the difference between local customer service and that from a larger, more distant company. He discusses how they have paid for the network and where net income goes. And finally, we talk about their undergrounding project.

Leverett Releases RFP For ISP: Responses Due August 15th

Leverett, Massachusetts, has operated its Fiber-to-the-Home (FTTH) network since August 2015, working with Crocker Communications to bring Gigabit per second (Gbps) connectivity to residents and businesses in the Massachusetts town. The contract with Crocker is not indefinite, however, and the city has issued a Request for Proposals (RFP) for other Internet Service Providers (ISPs) to offer services on the network. Responses are due August 15, 2016.

According to the RFP, the ISP selected will have an exclusive agreement to provide services to the community as leverettnet.net. The community seeks a three-year contract and will begin on or before July 1, 2017. 

Leverett’s contract with Crocker Communications was also a three-year term, commencing in 2014. Releasing an RFP now will give community leaders eleven months to review submissions from potential providers and negotiate terms. With their own infrastructure, Leverett has the ability to take a discerning approach and explore other options from the RFP release.

Glenwood Springs, Colorado: Fiber Frontier

Glenwood Springs was the first community in Colorado to invest in publicly owned Internet infrastructure, the Community Broadband Network (CBN), and offer services to local businesses. The community, originally named “Defiance,” was also one of the first U.S. communities to have electric lights. Their open access municipal network has improved connectivity throughout the community and helped establish robust competition in this western frontier town.

Dial-Up Just Didn’t Do It; City Steps In

Bob Farmer, Information Systems Director at Glenwood Springs, spoke with Christopher Mitchell for episode #206 of the Community Broadband Bits podcast and he shared some of the network’s history. Before community leaders chose to take matters into their own hands, Qwest (now CentuyLink) and AT&T were offering dial-up services to residents and businesses. The city approached the incumbents and asked them to make upgrades to improve local connectivity but were told by both companies that they had no plans to make improvements.

Bruce Munroe, former Director of Information Services, was interviewed in 2005 about the community's plan to invest in fiber and the incumbents' reaction. He said:

“When we started, we were told that it wouldn’t be profitable for them to provide service,” says Munroe. “But they also said ‘you can’t do it either.’ There was no interest in [pursuing] anything until we said we were going to do it.” Glenwood moved ahead anyway after its city council approved a municipal service plan based on keeping businesses in town. “We were protecting our economic base,” says Munroe, who noted that businesses were leaving because they didn’t have speedy access to the Internet. 

Saratoga Springs Launches Smart City Commission

Saratoga Springs, New York (pop. 5,600 28,000), has launched a Smart City Commission, whose mission is to enhance telecommunications and help the city become a leader in high-speed Internet service.

The startup of the Smart City Commission, which held its first meeting in March, comes as Saratoga Springs pursues becoming a model Intelligent Community. City leaders have determined that the best way to acheive Intelligent Community status, is to join Next Century Cities (NCC), and to adopt the organization's six guiding principles:

  1. High-speed Internet is necessary infrastructure.
  2. The Internet is nonpartisan.
  3. Communities must enjoy self-determination.
  4. Broadband is a community-wide endeavor.
  5. Meaningful competition drives progress.
  6. Collaboration benefits all.

The Commission’s members include chief information officers from the city, library, hospital, school district, as well members of the city’s convention and tourism bureau, the Chamber of Commerce and local business community.  

Learning From Other Communities

“It’s something I had been thinking about for about two years,” City Finance Commissioner Michele Madigan told us, speaking about the Smart City Commission. A key task of the Commission will be to “fill out the questionnaire to ICF [Intelligent Community Forum] and develop a road map to becoming a Smart City,” she told us. “It seemed the best way to move forward on this project was to get a core group of stakeholders involved from the city.”

Membership in NCC will allow Saratoga Springs access to a network of knowledge from other cities that have the same desire to bring ubiquitous high-quality Internet access to their communities. The Intelligent Community Forum is a worldwide association of cities and regions dedicated to helping communities use information and communications technology to, among other things, address social problems and enhance the economic quality of local life.

The Tacoma Click Saga of 2015: Part 4: Accumulating Spillover Effects

This is the last in a four part series about the Click network in Tacoma, Washington, where city leaders spent most of 2015 considering a plan to lease out all operations of this municipal network to a private company. Part 4 highlights Click’s often unseen “spillover effects” on the City of Tacoma’s economy and telecom marketplace over the network’s nearly 2 decades in operation, contributions that Tacoma should expect to persist and even expand in the future.

We published Part 3, an analysis of why the municipal network is positioned to thrive in the years ahead within the modern telecommunications marketplace on June 21st. In Part 2, published on June 7, we reviewed why Tacoma Public Utilities considered the possibility of leasing out all of the Click operations. On May 31, we published Part 1, which reviewed the community's plans for the network.

Part 4: Click’s Accumulating “Spillover Effects”

Regardless of any impending changes with Tacoma Click’s operations, it’s clear that the network has and will continue to support and enhance the overall economic interests and the public good in the City of Tacoma. “Spillover effects” - the benefits to the community that don’t show up clearly in any financial statements - tend to appear after communities developing their own municipal broadband networks.

Click’s spillover effects start with the broad economic development benefits that arose when Click appeared. Before Click came to town, Tacoma was a city in economic decline. Many businesses had fled downtown for the suburbs over the 50-plus year period after World War II. 

Fibrant Gets The "OK": Will Expand To Local Government, Manufacturers in NC

Salisbury’s fiber network, Fibrant, is about to connect to three more large customers in North Carolina.

The Salisbury Post writes that Rowan County government and two local manufacturing facilities will be connecting to Salisbury’s municipal fiber network. After considering the needs of several local manufacturers and the Rowan County Government, Rowan County Commissioners gave the necessary approval to expand Fibrant to serve their facilities.

Local Manufacturing Wants Fibrant

The manufacturing facilities, Gildan and Agility Fuel Systems, are both located outside of Salisbury’s city limits, but within Fibrant’s service area. State law requires they obtain permission from the Rowan Board of the Rowan County Commissioners to allow Fibrant to extend service to their location.

Rowan County government also wants to connect to Fibrant and the same law applies to them. The County will use Fibrant as a back-up to their regular Internet connection for a while before deciding if Fibrant should become their primary service service provider.

Meanwhile, Gildan and Agility Fuel Systems just want the high-speed and reliability of the Fibrant network. Gildan is a Canadian manufacturer that makes activewear clothing. Since 2013, the company has worked to expand its existing yarn spinning facility, bringing skilled manufacturing jobs to the region. Agility Fuel Systems makes alternative fuel systems for large trucks. Currently, Agility Fuel Systems uses a connection speed of 20 Megabits per second (Mbps). Fibrant can offer capacity connections up to 10 Gigabits per second (Gbps).

The Agility Fuel System’s North Carolina Director of Operations, Shawn Adelsberger, actively pushed for a Fibrant connection. According to the Salisbury Post, Adelsberger wrote to Rowan County in May:

Islesboro and Rockport: So Near and Yet So Far (On FTTH Vote)

Rockport was the first community in Maine to build a fiber-optic network to serve businesses, but their pioneering initiative will not extend to Fiber-to-the-Home (FTTH). At their annual town meeting on June 15th, the local Opera House was packed as citizens showed up to speak on funding an FTTH engineering and network design study. After an extended debate, attendees voted on the measure and defeated the town warrant to spend $300,000 on the project.

According to the Penobscot Bay Pilot, passions flared as a number of people stood up to explain their vote. Several people in support of the project had previous experience with life after fiber:

Deborah Hall, on the other hand, said she led an effort in another state to take fiber optics to 500 homes. That effort resulted in the fact that the “average resident is now saving 100 dollars every month in getting rid of Comcast.”

She recounted how the fiber optic system already in place in Rockport was a draw for her family to return to live in the town. They improved their Internet on Russell Avenue by personally spending the money to extend the fiber to their home, and consequently “reduced our collective Internet and television bills by $155 a month. That’s over 50 percent.”

Rockport’s youth described their dilemma, living in a place where connectivity was less than adequate:

Thomas R. Murphy said he also grew up in town but said: “I am leaving this town to seek a technology career, and am moving to Austin. I have to do this because we do not have technology in this town.”

He warned that sticking with the status quo, residents were paying a company “to make profits and take profits to shareholders in other places.”

“We can keep our resources here and improve lives of everyone. This is an investment we need to make for our future. Costs can be spread thoughtfully by the town, and we can pay forward to the future of the town.”
