Reedsburg Utility Commission Receives State Grant for Expansion

In April 2015, Wisconsin's Brett Schuppner from the Reedsburg Utility Commission (RUC) had a conversation with Chris about the utility's plan to expand the municipal fiber network. Funding is one of the biggest challenges but in December, the RUC learned that it a state grant will help move those plans forward.

WisNews recently reported that the RUC applied for $110,000 to bring the triple-play fiber network to Buckhorn Lake in Sauk County. The Wisconsin Public Service Commission announced on December 11th that the RUC will instead receive $69,300 which will allow the network to extend to an additional 105 homes and 40 properties. From the article:

Schuppner said an informal survey of members of the Buckhorn Property Owners’ Association suggests the utility commission will likely recover its out-of-pocket costs for the project not covered by the grant of about $40,000 from new users in the first year.

RUC began serving the community in 2003, expanding in 2011, and offering gigabit service in 2014. The community is located about 55 miles northwest of Madison and home to approximately 10,000 people.

Ten other entities across the state also received grants. RUC anticipates construction to begin on this expansion early this year.

Conduits Lead to Competition - Community Broadband Bits Podcast Episode 182

As we noted in a preliminary story last week, the city of Lincoln has crafted a collection of conduits allowing greater competition for advanced telecommunications services. As we discuss this week in episode 182 of the Community Broadband Bits podcast, they have also crafted a smart policy to continue expanding the conduit system.

To better understand their impressive approach, we interviewed David Young, Fiber Infrastructure and Right of Way Manager; Mike Lang, Economic Development Aide; and Steve Huggenberger, Assistant City Attorney. We think this policy is one that many communities will want to consider and copy. Lincoln is already seeing the benefits from the conduit system, with multiple providers using it and at least one investing in an FTTH network.

Nebraska prohibits local governments and public power systems from building their own networks to connect local businesses and residents, but this approach allows the community to ensure they have a brighter, more fiber-lit future.

Wilson Moves to Expand Greenlight Network to Neighboring Town

Thanks to a new interlocal agreement, the City of Wilson, North Carolina will soon expand its Greenlight community broadband network to the nearby Town of Pinetops. Officials expect to complete the expansion of the gigabit fiber network by April 2016. Pinetops, a town of 1,300, is less than 20 miles from Wilson, population 50,000.

We’re Waiting...

For Brenda Harrell, Pinetops Interim Town Manager, the agreement has been a long time coming after years of frustration over their limited broadband access options.

“Current providers haven’t made significant upgrades to our broadband service through the years,” “They haven’t found us worth the investment. Through this partnership with Greenlight and our neighbors in Wilson, we are able to meet a critical need for our residents.”

As far back as 2010, city leaders in Wilson were in negotiations with Pinetops officials on a proposal to expand the Greenlight network to reach Pinetops. But those negotiations reached an impasse in 2011 when the State of North Carolina passed H129. Since then, officials in Wilson and in surrounding communities have been waiting for a time when Wilson could extend their the Greenlight network footprint.

The new agreement became possible in the wake of the FCC decision in February to overturn North Carolina’s anti-muni HB 129, allowing North Carolina communities to start considering the option to build their own broadband networks or expand on existing networks. While the state has appealed that decision in hopes of preserving the law, this agreement indicates Wilson officials are looking confidently ahead with the expectation that the state’s appeal will fail.

Last November, when the New York Times wrote about the fight in communities around the nation for the right to build and expand community broadband networks, they talked to Gregory Bethea, the now retired town manager of Pinetops, North Carolina:

Conduit Brings Connectivity in Lincoln, Nebraska

Lincoln, Nebraska, population 269,000, is making the most of a tough situation to improve connectivity and increase telecommunications competition; the city is doing it with conduit.

The state has severe restrictions that ban communities and public power companies from offering telecommunications services. Local businesses, government facilities, and citizens must rely on the private sector to keep them connected. Faced with that limitation, Lincoln city leaders are enticing private providers with an extensive, publicly owned conduit network.

Using Tubes to Draw in Partners

In 2012, the city invested $700,000 to install a conduit system that has since grown to over 300 miles across the city. Over the past three years, Lincoln has leased conduit space to multiple providers, including Level 3 and NebraskaLink, which offer a range of services to businesses and anchor institutions. NebraskaLink provides backhaul for Lincoln's free Wi-Fi, launched in 2014.

Mayor Chris Beutler recently announced that Lincoln will be partnering with provider number six, ALLO Communications. This local company plans to be the first provider to use the conduit to build its gigabit fiber-to-the-home (FTTH) network to every home and business in Lincoln. The network is scheduled for completion in 2019. ALLO is based in Lincoln and offers telephone, Internet, and video to residents and businesses.

Tullahoma Utilities Board LightTUBe customers are once again receiving a special holiday gift via the municipal fiber network. As of December 5th, subscribers got a boost in speeds with no boost in price.

More good news is on the way after the first of the year. According to General Manager Brian Skelton, rates for the two highest tiers will decrease. Symmetrical gigabit Internet service will drop from $99.95 per month to $89.95 per month and 200 Megabits per second (Mbps) symmetrical Internet service will decrease from $79.95 per month to $74.95 per month.

Unlike the big corporate providers that increase rates whenever the opportunity arises, Tullahoma prefers to increase speeds for free and sometimes even lower rates. Publicly owned networks focus on serving the community rather than maximizing profits; the decision to increase speeds and lower prices comports with their mission.

Madison, Wisconsin Pilot: Fiber In The Fall

Four low-income neighborhoods in Madison will soon have access to fast, reliable, affordable Internet access, thanks to a municipal fiber-to-the-home (FTTH) pilot program.

According to a recent Cap Times article, installation will begin in the spring of 2016; community leaders anticipate the network will start serving residents in the fall. The cost of the pilot is estimated at $512,000. The original plan was to offer the pilot in two areas, but in the City Council recently approved an amendment to the city budget to cover the cost of expanding the pilot. Funds for the construction will come from the city's capital budget.

When the city first released its RFP, it received 3 proposals. Ultimately, the city selection committee chose the only FTTH proposal over two wireless proposals, citing reliability and speed as determining factors. Local Internet service provider ResTech will build the network, which will be owned by the city. Residential subscribers will have access to a minimum 10 Megabits per second (Mbps) download and 10 Mbps upload (symmetrical) service for $9.99 per month. There will be no data caps.

Testing the Waters

The Cap Times reports that the results of the pilot will determine the next steps for the city, population 243,000, which has flirted with the idea of a citywide municipal network in the past:

In conjunction with the pilot, Madison will be pursuing a feasibility study and cost-benefit analysis to determine whether to expand the Internet service to other parts of the city in the future.

The city is working with Columbia Telecommunications Corporation for the feasibility study component as a parallel track to the pilot.

The pilot will be two years, and [Chief Information Officer Paul] Kronberger said they hope to have enough data to do the cost-benefit analysis after about one year of operation.

Fairlawn, Ohio Pursuing Design Plan for Muni Broadband Utility

Fairlawn, Ohio this fall took a “huge step forward” toward launching its own high-speed municipal broadband utility.

The City Council recently approved hiring a consultant to design and establish the business model for building “FairlawnGig,” a municipal broadband network. At completion, the city envisions the new utility will provide the community with comprehensive Wi-Fi connectivity and Fiber-To-The-Home (FTTH) service for businesses and residents.  

Faster Internet speeds  

“It will be a fiber network that will give one gig (i.e. gigabit per second or Gbps) of service, which is 1,000 times what people have right now,” City Deputy Service Director Ernie Staten said in an Akron.com news report. He added:

That’s a huge step forward for the City of Fairlawn. The future of TV, phone and Internet is to stream them all through the Internet. To do that with the current systems that we have is very difficult, but one gig of service would allow residents to stream as many videos as they want and to work from home as well as they possibly can.

In announcing plans for the project, earlier this year, the city said its goal is to:

...[O]ffer competitive fixed residential and business broadband services with speeds of 30 Mbps up and 30 Mbps down, and unique mobile Wi-Fi services with high-speed secure connections of 20 Mbps to smartphones and tablets throughout Fairlawn.

Besides the city of Fairlawn, a community of about 7,500 residents, the new municipal broadband utility would also include the Akron-Fairlawn-Bath Joint Economic Development District. The geographic area includes the communities of Akron and Bath in the new broadband utility service area. In Ohio, joint economic development districts are a vehicle to encourage communities to partner on infrastructure improvements, such as water and sewer service, without annexation. 

When the Fairlawn fiber network is completed, services up to 1 Gbps will be possible.

Public-private partnership planned  

"Little Gig City" And Friends Go to Nashville to Fight for Local Authority

As the people of Tennessee wait for the court to determine their broadband future, state and local leaders in Nashville are hearing municipal network advocates and foes.

The bipartisan Tennessee Advisory Commission on Intergovernmental Relations, anticipating state legislation aimed at removing state anti-muni laws next session, recently heard from advocates of municipal networks. Those in favor of keeping state barriers in place also took a seat at the table. The Commission includes state legislators and local community leaders. The Sixth Circuit Court of Appeals is now considering Tennessee's petition to vacate FCC's February decision to overturn state laws against local authority.

The Same Old Argument

The Tennessee Cable Association (TCA), representing large incumbent cable providers, repeated the same misinformation we have heard before - that municipal networks are "failures." Their lawyer pointed to debt as proof-positive that "these communities that have gone into this business have done very poorly," reported the Johnson City Press.

Chattanooga's EPB President Harold DePriest summed up the weakness of that statement when he said, “It’s the same reason you have a 30-year mortgage on your house, instead of a 5-year mortgage.” It's about long-term vision and planning.

A number of representatives from Tennessee communities served by municipal networks attended the meeting and presented the facts. Chattanooga's world-famous fiber network is often in the limelight, but smaller Tennessee towns with networks like Erwin and Jackson have benefitted from their investments and other communities, such as Cleveland, have plans to follow suit.

Ting! Holly Springs, NC to Get a Gig

While Google Fiber and AT&T focus on the large cities of the Research Triangle of North Carolina, the small town of Holly Springs is pursuing a third option. 

Holly Springs will be the third town to see Ting’s “crazy fast fiber Internet.” After a successful foray into the U.S. mobile service market, the Toronto-based company Ting has started to provide Internet service by partnering with local governments. Ting will offer 1 Gbps in Holly Springs by building on the town’s $1.5 million municipal fiber network. 

Muni network restricted by state law

Holly Springs, with a population of almost 30,000, has worked hard to improve its connectivity. In mid-2014, they completed a 13-mile fiber Institutional network (often called an “I-Net”) to connect the municipal buildings and other public institutions, such as schools and hospitals. 

Unfortunately, when business and residents wanted to connect to the network, a North Carolina state law prevented the town from providing Internet services directly.  As it became obvious that Google Fiber would not pass through the town, leaders worked with a consulting company to try to draw in a private Internet service provider (ISP).

Ting! Innovative Partnerships

The locked-up potential of that fiber helped attract Ting. The municipal network's unused fiber will function as a backbone for Ting to deploy its own last-mile infrastructure, which will provide connectivity directly to homes and businesses.

SandyNet Goes Gig: A Model for Anytown, USA

Many of the most beautiful communities in the United States are in remote areas where incumbent cable and telephone companies have decided not to offer modern, high-quality Internet connectivity. Sandy, Oregon, is one of them. Some 10,000 people live there among the lush green forests and beautiful vistas of the “Gateway to Mount Hood,” 25 miles east of Portland. But Sandy decided to build its own gigabit fiber optic system and now has one of the most advanced, affordable networks in the nation.

A new report by The Institute for Local Self-Reliance details the rise of SandyNet, Sandy's publicly owned high-speed Internet service. "SandyNet Goes Gig: A Model for Anytown USA" charts the growth of this community network.

Sandy, Oregon joined nearly 100 other local governments that have municipal fiber-to-the-home networks to give residents and businesses access to world-class Internet connections. However, the overwhelming majority of municipal fiber networks were built by local governments that already owned their local electrical grids. As Sandy does not have a municipal electric utility, it pioneered a low-risk incremental strategy to build its telecommunications utility, SandyNet.
