Morristown FiberNET in the Spotlight

In a recent report, WBIR Knoxville shined the spotlight on Morristown. The article and video discuss how FiberNET has improved its telecommunications landscape by inspiring competition, offered better connectivity to the region, and how state law prevents other towns from reaping similar benefits. Morristown's utility head describes how it considers high-speed Internet access to be a necessary utility:

"You had railroads, you had interstates, and this is the new infrastructure cities need to have," said Jody Wigington, CEO of Morristown Utility Systems (MUS). "To us, this really is as essential to economic development as having electricity or water."

Morristown began offering gigabit service via its FTTH network in 2012. It began serving residents and businesses in 2006 because the community was fed up with poor service from incumbents. Since then, FiberNET has stimulated economic development, saved public dollars, and boosted competition from private providers. 

Prices for Internet access are considerably lower in Morristown than similar communities. From the article:

Morristown's Internet service is more expensive than Chattanooga, but much faster than the rest of the region at a comparable price. A 100 Mbps synchronous connection is $75 per month. Advertised rates for Comcast in Knoxville show a price of almost $80 per month for a 50 Mbps connection with much slower upload speeds. A 50 Mbps connection in Morristown costs $40 per month. The cable Internet option in Morristown is Charter, with an advertised price of 35 Mbps for $40 a month.

As we have seen time and again, the presence of a municipal network (nay, just the rumor of one!) inspires private providers to improve their services. AT&T offers gigabit service in Morristown and Comcast has announced it plans on offering 2 gigabit service in Chattanooga.

Decorah, Iowa, Considers the Future of MetroNet

Decorah, named an "All-Star Community" in part due to benefits from their internal fiber network, is now exploring new ways to utilize MetroNet. According to a recent Decorah Newspapers article, the six community anchor institutions (CAIs) that collaborated to deploy the network recently met with the city council to discuss the future.

The 11-mile network began serving CAIs and an additional 18 facilities in 2013. After a 2008 flood that knocked out communications, the city, county, and school district began planning for the network. Eventually, the project grew to include Luther College, the Upper Explorerland Regional Planning Commission, and the Winneshiek Medical Center. BTOP funds paid for much of the approximate $1 million deployment but contributions from participants supplied an additional $450,000.

According to the article, MetroNet supplies each institution with its own fiber, leaving plenty to spare. Decorah City Manager and Chair of the MetroNet Board Craig Bird says that the network has a "vast amount" of dark fiber available that is not being used. Members of the community have approached the Board about using the fiber for better connectivity beyond current uses:

Bird said the MetroNet Board has to decide how to respond to a grassroots petition committee of citizens “demanding access to the MetroNet and faster broadband speeds and fiber capacities” for Internet access to private homes and businesses.

“The MetroNet Board is now starting to look at the future and what the MetroNet holds for the six anchor members, but also for the community,” he told the Councils.

At the city council meeting, Bird discussed the possibility of creating a municipal Internet utility, creating a cooperative, forming a nonprofit, or leaving MetroNet as a service for the existing members and facilities. They also considered the option of leasing dark fiber to private providers.

Bird also told the council that the MetroNet Board has agreed to participate in a regional feasibility study to include northeast Iowa. The Iowa Association of Municipal Utilities has commission the study that will include a number of towns:

Yet Another Homeowner Led Astray By Giant ISP; Responds with Muni Fiber Initiative

Last month, we highlighted the story of Seth, a Washington state homeowner forced to put his home up for sale due to a perfect storm of sloppy customer service, corporate bureaucracy, and terrible Internet policy. Now meet Dave Mortimer from Michigan.

Dave is another person in a similar situation, reports Ars Technica. In 2013 incumbent AT&T told Dave three separate times that the house he had his eye on in rural Lowell had U-verse fiber network capabilities. Their website verified what customer service represenatives told him. Dave is an IT professional and wanted the opportunity to work from home. He must be on call while not in the office and so requires a fast residential Internet connection. 

After buying the home and moving in, AT&T backpedaled. Actually his best option was DSL offering 768 Kbps. Oops!

Working from home was a struggle. After Dave complained to AT&T, the FCC, the FTC, and the state Public Service Commission, the provider eventually updated their website but that didn't help Dave. He limped along but seldom worked from home as he had planned to do from the start. His office is 30 minutes away.

Finally, AT&T billed him for a phone line he never requested leading to an auto-payment error and a shut-off of his Internet service. That was enough for Dave. He approached a local wireless provider Vergenness Broadband and, working with the installer, attached the receiver to a tree some distance from his house and buried the extra long cable in cracks in his driveway to his house. Dave now pays $60 per month and gets the 3 Mbps download / 1 Mbps upload he was promised.

Dave is no where near the 45 Mbps he had hoped to obtain from the phantom U-verse, but he has this to say about his local provider:

“This is a night and day difference since switching from AT&T," he said. "Everything that AT&T did wrong, this small local company is doing right.”

Dave was fortunate to have a local company able to bring him service, even though it is not broadband as defined by the FCC. Nevertheless, he considers this a temporary fix and the best he can get for the time being.

Dakota County Expanding Fiber Network

Minnesota's Dakota County community leaders are planning to expand their existing fiber optic network, reports Blandin on Broadband's Ann Treacy. She attended a recent County Commissioner's meeting in which commissioners approved $1.2 million to add another 500,000 feet to the network.

Dakota County plans to perform some upgrades in addition to the expansion. They hope to collaborate with municipal and state government as well as a local school district. In addition to connecting more public facilities, a key benefit of this expansion will be to improve traffic signals along several busy corridors. 

Dakota County is taking advantage of transportation projects and its dig once policy to install conduit and fiber. This project will also add redundancy and capacity to the existing network and create potential connections to an industrial park. By sharing the cost of the expansion and the maintenance, each participating entity will see many benefits at a fraction of the cost from leasing from an incumbent provider.

The Dakota County Broadband Initiative recently began a campaign to approach local community leaders in order to offer info on the potential benefits of further leasing fiber to private businesses. Nearby Scott County, which offers connectivity to a number of businesses, has successfully used their fiber for economic development.

The SunThisWeek reported on a March Burnsville City Council meeting where Consultant Craig Ebeling spoke on behalf of the Initiative:

Private-sector telecom providers don’t have the capital to extend fiber widely, he said, echoing findings in the Design Nine study. Meanwhile, Scott County “smacked us in the face” with its fiber advantage, he said. It’s no time for a “hide your head” approach, [Council Member Dan] Kealey said.

“Shame on us for not being long-sighted enough to figure that out before,” he said.

ECFiber Adds 1,000th Customer; Continues to Expand in Vermont

In April, ECFiber connected it 1,000th customer in Thetford Hill. Users at the First Congregational Church, described as the oldest meeting house in the state, have nothing but kudos for ECFiber and their new high-speed symmetrical Internet access. From the press release [PDF]:

“The service has been great so far,” said David Hooke, Chair of the Board of Trustees, “and we really appreciate that ECFiber is a community owned organization committed to bringing state of the art connectivity to rural east central Vermont. This will be a boon for the whole region.”

To celebrate the milestone, ECFiber Chairman Irv Thomae presented a special certificate to the Church.

This is just the latest accomplishment as ECFiber expands across Vermont. The consortium of 24 towns continues to obtain financing one expansion at a time. According to another press release [PDF], the community owned network just added an expansion to encompass the towns of Chelsea and Tunbridge. This will allow 80 more rural household to subscribe; more will soon be on the way:

“This is the first of several expansions we’ll be opening this summer,” said Irv Thomae, Chairman of ECFiber and Governing Board delegate from Norwich. “We’re pleased that more residents in this area are now able to enjoy the benefits of locally grown, full time, state-of-the-art real broadband.”

UPDATE: Today, ECFiber announced that it is now offering free bandwidth upgrades to local schools, public institutions, and libraries. Our second episode of Community Broadband Bits featured an interview with Monica Webb, Chair of the Wired West Board and Spokesperson. Three years later, we are excited to have Monica on the show again to update us on their recent progress. As we recently noted, the state has decided to contribute significantly to the capital costs of a network connecting these rural towns and the towns are currently voting on whether to move forward.

Paul Bunyan Communications Spreading Fiber Across Northern MN

The northern half of Minnesota, despite its rural character, is rapidly improving in high quality Internet access. Paul Bunyan Communications, the cooperative serving much of the Bemijdi area, began work on its GigaZone network last fall and the network is snaking its way across the region. According to an April 20th press release from the cooperative, GigaZone is now available to 500 more locations from the rural areas near Lake George to Itasca State Park. This brings the number of customers with access to GigaZone to 5,000.

Rates for symmetrical Internet access range from $44.95 per month for 20 Mbps to $74.95 per month for 50 Mbps. Higher speeds are available, including gigabit Internet access, but the cooperative asks potential customers to call for pricing.

We first reported on Paul Bunyan Telephone Communications in 2009. The cooperative began expanding its existing fiber network in 2007 but gigabit connectivity did not become available to members until earlier this year. Upgrades began in Bemidji and will continue to include the cooperatives entire 5,000 square mile service area. As new lines are installed, older lines will also be upgraded to fiber to transform the entire network. 

The cooperative began offering Internet access in 1996 as Paul Bunyan Telephone. Three years later, Paul Bunyan began infrastructure upgrades that allowed it to offer phone, high-speed Internet access, and digital television. The network expanded incrementally and continued to implement technological improvements. In 2005, the cooperative expanded with fiber technology for the first time. In 2010, Paul Bunyan Telephone changed its name to Paul Bunyan Communications.

At an event to announce GigaZone last fall, leadership from the region's economic development commission noted the new unleashed potential:

In Reedsburg, Expansion Weighed After Muni Fiber Success - Community Broadband Bits Episode 147

The first gigabit city in Wisconsin, Reedsburg, has a municipal fiber network operated by the city-owned electric utility. This week, we talk with General Manager of the Utility Commission, Brett Schuppner. Reedsburg fiber goes back to 2003, which makes it one of the oldest FTTH networks in the nation. Located about an hour outside of Madison, Reedsburg has seen more investment from local industrial businesses because of its fiber network. 

They received a broadband stimulus award to expand their network into some surrounding rural areas and are now considering how they can continue expanding the network deeper into surround Sauk County without federal assistance. Leverett Starts to Light Up in Massachusetts

The celebrated municipal network in Leverett, Massachusetts, is starting to serve select areas of the community. Customers' properties on the north side of town are now receiving 1 gigabit Internet service from the town's partner Crocker Communications. These early subscribers are considered "beta sites." Telephone service will become available when the network has been fully tested.

According to the press release:

The Town's initial plan was to turn on all subscriber locations at the same time; but interest from pre-subscribers was so strong that the Town's Broadband Committee arranged to offer sequential connections as individual homes are spliced into the network distribution cable. 

We learned about Leverett in 2012 as they explored the possibility of a municipal network. Lack of Internet access and problems with traditional phone service drove the community to take the initiative. Since then, they have been heralded as a model for self-reliance by the press, featured in case studies, and included in a white paper from the National Economic Council and Council of Economic Advisors.

LeverettNet subscribers pay a monthly $49.95 fee to the local Municipal Light Plant (MLP), the agency that maintains and operates the infrastructure. As more subscribers sign-up, that fee will decrease.

For stand-alone gigabit Internet access, subscribers pay an additional $24.95 per month. Stand-alone telephone service will be $29.95 per month. Those services will be $44.95 per month when bundled together.

A subscriber with bundled services of 1 gigabit symmetrical Internet access and telephone service pays a total of $94.90 per month, which includes the MLP fee. 

According to the press release, LeverettNet currently has 600 pre-subscribers, a take rate of 70%. Community leaders expect the network to be completed by August.

Improving Mid-Atlantic Internet Access - Community Broadband Bits Podcast 146

When we last wrote about the Mid-Atlantic Broadband Cooperative, it was a coop focused on open access middle mile connections. Now it has become the Mid-Atlantic Broadband Communities Corporation and is starting to work on some plans to expand open access last mile access. 

This week, we speak with MBC President and CEO Tad Deriso to learn more about their history and current approach. We discuss how they got started financially and lessons for other middle mile open access efforts. We also discuss their plan to expand the model to last mile businesses and homes in Martinsville in southern Virginia. And along the way, we learn how incumbent providers react differently to open access in the middle mile than in the last mile.
